Bhutan's transport authority sets an inter-district taxi rate of about Nu 23.31 per km for a 5–6 seater. For roughly 172 km, that's about Nu 4,000 one way for the whole car. A private transfer at ₹4,000–₹4,800 is right in line with that. The small premium covers the return journey, which the car usually drives empty.
